The police force and law enforcement is changing in response to the changes in society. Criminals are more dangerous and heavily armed than ever before. If law enforcement is becoming more military it's because that is what has to be done to protect people.
I don't think our fore fathers envisioned AK-47's when they came up with the right to bare arms. Gotta remember – arms in those days were guns you loaded with powder and a musket ball.
If law enforcement can successfully apply and use military like techniques to keep me safe – I'm all for it.

Don't lie on your application b/c it will make it look worse for you after they get back the background check. Be honest, look nice, be polite, arrive about 5-10 minutes early. treat the receptionist nice etc.
I work for a very large company and they do background checks too. And I know some of these pep's don't have clean record–so, could go by certain criteria in the background check.
